The international cooperation

   The international postal activity of the S.E. “Posta Moldovei” is and remains to be the active one, destined to maintain and to consolidate relations of cooperation as with international organisms so foreign postal administrations.

   “Postal relations” the term itself suppose the cooperation with different postal administrations, aimed to answer the customer requirements that have the possibility, due to the universal postal network, to dispatch and respectively to receive correspondence, parcels, money transfers from all over the world.

   Namely, there is a common postal area without any barriers and limits, where the postal sending has a free circulation. The rules, within the given area works, are “dictated” and maintained by the specialized organization of ONU which is called the Universal Postal Union.

   During 15 years (1992- 2007) Moldova was visited by work missions more than 10 delegates UPU advisers. They analyzed the situation of our country and proposed concrete solutions for S.E. “Posta Moldovei” development.

   S.E. “Posta Moldovei” is the member of different regional organizations. The most important from these is the Association of European public postal operators (PostEurop) founded on January 1993. S.E. “Posta Moldovei” became the member of PostEurop on January 1997, participating actively in the work of its different structures as well as at the early General Assembles. Belonging to the PostEurop it is an important element regarding the perspective of Moldova to join EU.

   Another UPU regional union is Regional Commonwealth in Communications (RCC), international organization with the interstate body functions coordinator in CIS countries.

   The international cooperation of the S.E. “Posta Moldovei” develops also in the bilateral relations with the foreign partners. It should be mentioned the durable relations with the postal administration of France, Italy, and Chinese Popular Republic.

   The adherence of S.E. “Posta Moldovei” to UPU, PostEurop, RCC, EMS Cooperative, and Cooperative Telematics of UPU, as well as fructification of the international, bilateral and regional relations, are the integration guarantor of Moldovan postal service in the complex of modern communication ways, characteristics for the 21st century progress.

Important data :
November 16, 1992 – Republic of Moldova became the plenipotentiary member of the Universal Postal Union, forming in this way with other member states the common postal territory;
1992 – S.E. “Posta Moldovei” participated for the first time at the 21st Balkaniada competition organized by Postal Administration of Romania;
1993 – S.E. “Posta Moldovei” participated at the Balkaniada competition for postal factors, which took place in Turkey, where the team of S.E. “Posta Moldovei” won the 3rd place both in women and men’s competition.
December 17, 1991 – Republic of Moldova is the member of RCC from the day of its founding;
April 11, 1997 – by the Parliament Decision no. 1159- XIII was ratified the adherence of Republic of Moldova at UPU Acts.
1998 - member of EMS Cooperative;
1998 – due to the financial support of the UPU, was implemented the project for the creation of the computer class aimed to preparation and improvement of the S.E. “Posta Moldovei” employees.
1999 – after Beijing Congress , UPU created the Fund for the Amelioration of the Quality Service (FAQS) with the purpose to provide technical and financial support to developing countries;
1999 – S.E. “Posta Moldovei” participated at “Grand Prix” WIPA Exhibition (Vienna) where took the 8th place from those 79 participant countries for the best stamp of the year;
April 2000 - signing of agreement with “La Poste” after which the postal administration of France donates to S.E. “Posta Moldovei” 30 “Renault” and “Citroen” automobiles for transport of mail;
July 2001 - for the first time in Moldova was organized the Philatelic International Exhibition Romania – Republic of Moldova “Aripi peste Prut”;
2001 – Republic of Moldova was the host of the XXX Balkaniada competition for Postal Factors;
2004 – S.E. “Posta Moldovei” participated at the 23rd UPU Congress that took place in Bucharest. UPU Congresses meet once in five years and take decisions of a strategic importance, which decide the fate of postal service development;
September 2005 – the launching of the donation project of 4 automobiles “Fiat Ducato, from postal administrations of Switzerland and Luxemburg; with a view to transport of mail;
November 2005 – in Chisinau took place the international seminar in the domain of postal communications on theme “Terminal dues and financial aspects of the Fund of Amelioration of Quality Service”;
2006 – due to the FAQS program S.E. “Posta Moldovei” implemented the project on installation of electronic postal boxes in Chisinau with the automatized control of correspondence collection;
December 2006 - was introduced the international track and trace system for EMS items “IPS Light”.
January 2007 – in order to extend its cooperation relations and participation in telematics activities development, S.E. “Posta Moldovei” as member of Telematics Cooperative;
December 2007 – was implemented track and trace system “IPS” for correspondence
January 2008 – in Chisinau will take place the international seminar on the theme “Economical Viability of the postal network”, organized by the S.E. “Posta Moldovei” in collaboration with UPU and RCC.
